Burns' stellar football record at Millersville included being named GTE/CoSIDA first team Academic All-American; Don Hansen's Football Gazette Second Team Division II All-American; First Team All-PSAC (1990 and 1991); Millersville University Trenchman Award (Offensive Lineman of the Year, 1990 and 1991); two-year vasity captain and male student-athlete of the year for Millersville University.
He earned a bachelor's of arts degree in political science from Millersville in 1991, and a J.D., from Villanova.
His professional affiliations have included Chairman, NCAA Student Athlete Advisory Committee; New Jersey State Bar Association; Mercer County Bar Association. the Mercer County Young Lawyers Committee. the Lower Makefield PA Youth Aid-Panel and soccer coach for the Yardley Makefield Soccer program.
Burns is an associate in the Environmental Group of Reed Smith's Litigation Department. Reed Smith LLP is a top-25 international law firm with 1,100 lawyers located in 13 U.S. and four European cities. He is a member of the bar in New Jersey, Pennsylvania and the federal district court in New Jersey; and has trial experience in both state and federal court. During his legal career, Tom has developed experience in a variety of practice areas, including environmental law, commercial law, insurance law, construction law and local government law.
He represents/counsels clients on cost recovery/contribution actions, natural resource damage claims, site remediation, ISRA compliance and coastal development permitting. He also has extensive experience in the areas of commercial, construction and insurance litigation.
Burns currently resides in Morrisville with his wife, Kristine '91 and their two children, Thomas IV and Brooke.
